Had they come out when the act was initially put in place and dealt with the many, many valid criticisms in a constructive matter, they might even have come away looking statesman like over this. Instead it turned into a shitey political football game and the only goal was to make one side or the other look bad. Any legislators who had a genuine interest in tackling the problems would go for amendment or brand new legislation. Repeal is populism by those trying to ignore that there is an underlying issue that still blights the game today.
