Best scenario he knows that he has done something wrong and if he doesn't make a deal he could be in deep shit if it is found out without his co-operation. With him, he had a guest who was then acting as an adviser for the Trump campaign, James Woolsey, in the summer before the election. Discussed were plans to extradite a Turkish preacher and Flynn's suggestions of basically kidnapping him in the middle of the night were so disturbing to Woolsey (what he was proposing was blatantly illegal) that he reported it to the authorities and went public with this assertion. Several weeks after the election was won, another meeting was held. Woolsey was not part of (or had departed early on) the transition team so instead of him, somebody else was brought along - Devin Nunes (i.e. the head of the Russian investigation in the House of Representations). They may have been two completely different meetings and their is a chance that the second one was of a more routine nature but Flynn has got an atrocious record with these sorts of things. However, if this sort of plan was also proposed at the second meeting, it makes Nunes a partner in some part of a crime and that revelation could majorly compromise the Republican party as a whole (or at least their pissy investigation). The other party that Flynn could potentially implicate is Mike Pence who denied knowledge of knowing about his crimes and the investigation (which pretty much everybody is agreed on is a lie) but he never said anything under oath so it would be damaging to his reputation and raise further suspicion on his links (he was head of the transition) but ultimately wouldn't be enough alone to remove him. I can't see a scenario apart from Flynn and Manafort either being convicted or given immunity in exchange for others. It sounds like the FBI have enough dirt on him not to need his testimony. Hope they do offer him immunity though, could make some great TV if he spills the beans to Congress. It isn't an 'unnamed official with knowledge of the matter'. Seeking immunity means there is a fear of criminal prosecution for which one could be convicted of. He's a disgraced National Security Advisor who was just fired for a legally dubious pledge to Russia and then trying a cover up and officially lying to the VP. In the past, he's been fired from another administration and gained a reputation for constant lies and being untrustworthy. The time between this was spent taking money from foreign governments with particular issues and he has rushed legally to declare himself a 'foreign agent' during part of the transition a few weeks ago. There's a ridiculous amount on him at this stage and it's well beyond the stage of explaining away. It is more the fact that he's a fucking crook than it being some sort of witch hunt that means he needs legal protection.
