Yes. what country you come from doesn’t actually matter. It’s the time spent at a club as a youth player that counts. Cesc Fabregas is home grown for example. I’d imagine Sheffield United must be pretty well stocked for home grown players so that move surprises me. But he also scored for fun in the championship and goalscorers cost big money. My jaw dropped when I saw Tyrone Mings went for over £26 million. I predict within a few years that small transfer fees will be nearly non existent. I don't think fabregas would have counter as a youth player. He didn't spend any time as a youth player in England,he came through ranks at Barcelona then moved to arsenal and was in the team in within three months.
