They'd been told they were just going on exercises. No idea if this is true but if so I'd imagine they'll get a bit grumpy when bullets start flying about. Supplies of gas have been reduced this winter. With the benefit of hindsight, you could say it was part of the planning for this. As i've already said we don't have enough information to assess particular sanctions and I personally don't believe there is any 'solution' as American foreign policy is directly contradictory to the actual contemporary balance of power. There is no left position here. You have two nationalist forces who need to find a peaceful settlement that respects their interests and reflects their current standing.
