Teams are just going to blast the ball towards a player's arms and claim a penalty if this is how they are awarding penalties. That's the sane route if they want to stop encroachment. The more fun route is that every player except the taker, keeper and taking team's keeper has to be in the centre circle until the whistle blows and its a mad scramble to get to any potential rebound in time.
