This paragraph, if the reporting is accurate, would be a sacking offence for whichever Scottish Government minister(s) gave it the green light IMO:
The group were then advised that they had been given the "green light to present what boards feel reform may look like" and that "areas which were previously not viable options are now possibilities".
Any such brief must come with clear parameters one of which would prevent this idea from even being discussed.
Most people with cash already do this to a degree, paying for private dental, physiotherapy, chiropractor, podiatry etc etc and many have private health insurance through Bupa.

I well recall, a good few years ago getting on a Silver Seas cruise liner at Rio and a variety of passengers telling me just how boorish his behaviour was on the leg from Barbados to Rio where he disembarked. He died quite soon afterwards with a lot of publicity and that is how I recalled what I had heard on the ship.
He certainly could talk the socialist talk.
He also chose to live in a council house despite his £200k+salary.

Sturgeon's been in the job for too long. She's run out of tricks and knows Independence can't be delivered. All she's doing is working from Holyrood to Westminster to Council elections kicking the can down the road to keep her cronies in power.

She does have the luxury of free tests until April so I don't think there will be an urge to do anything there at all.
As for self-isolation I expect the same unless the staffing crisis within the NHS is still causing issues.
Overall, I honestly can't see her making any changes at the moment though.
I expect her to delay another few weeks.
More on more people aren't bothering with masks now. Every day I see more faces so clearly more people are taking personal responsibility.

It does look like the finger is pointing at her but likely its the lens on the camera being used.
I've noticed over the last few months how much the stress has changed NS's face in a short time. She looks exhausted.
Maybe Nippy has finally realised that Covid is coming to an end, she's trashed a big part of the economy and can't deliver independence?
