Rugby uses replays when play has stopped and for facts (grounded / not, in touch / not, forward pass / not). Controversy like England-Fiji replay or the Welsh grounding last week still happen.

Still moves the controversy onto refs asking for replays or not, and encourages over-use of replays to "play safe".

Amazing that fans and pundits mention the 1 or 2 decisions the referee gets wrong, not the dozens or hundreds they get right, eh?
