I don't think many teams would want the added expense that comes with progression. It would surely impact crowds from any teams in the WoSFL if there are longer distances to travel for games and increasing costs with travel, entry etc. It's a difficult situation as there were only a few teams that seemed seriously keen on the introduction of WoSFL. I think most clubs felt they had no choice but to join it. I'd imagine there must be some fear amongst clubs at lower end of the WoSFL that they might not have a team in next few years. Some of the smaller teams rely on the income from travelling support that boosts their income.
