They offered 10/3 for either team winning 1-0. A £15 bet neatly balances the over 1.5 pre bet at 4/11, and 15/2 for 0-0 inplay gives you the chance of £300 odd proft. Haven't checked any other bookies.

To keep to the rules I might go over 1.5, cover either team winning 1-0 with another bookie, and no scorer in play. The odds balance out perfectly ie. no chance of losing pre match.
Probably do this as well. McBookie best odds for correct score?

I wouldn't point blank refuse the idea of a 4th stand but it has to be sensibly done (grants/community schemes would considerable lower the costs). Don't really know too much about the board or Doug Henderson, but the chairman doesn't seem like the type to cripple the club.
If it was me in charge I'd use the money to improve the training facilities at the stadium, which could incorporate a small stand. How much of the land do the club own to the east of the stadium?

Over 0.5 goals (currently 1/40) pre match and draw inplay(roughly 4/1 inplay)
Over 0.5 goals pre-match, back 0-0 with McBookie(19/1) and try my luck at a first goal scorer or correct score bet in play.
Going to wait until just before kick off to put my pre-match bet on. 1/50 yesterday now 1/40, might drift closer to the ideal 1/20.

I'm not going for guaranteed profit, just a risk free £50 bet. £50 over 1.5 pre game bet @ 1/7, £50 in play bet on Arsenal to win from behind @ 20/1, assuming it's still available inplay, and a side bet with another bookie of £8.70 on 0 or 1 goals @ 19/4. 0 or 1 goals wins 2p, over 1.5 goals loses £1.56*, and Arsenal winning from behind wins a grand.
*Would have broke even but Bet365 dropped the odds from 1/6 to 1/7 before I could get the bet on. b*****ds.
Sorry if I'm being a bit thick here but would you not make a loss of £8.68 if under 1.5? As you have to include your £8.70 in the overall stake.
