As far as I remember, Alloa called in a UEFA official to inspect their pitch to put pressure on the ref to get the game to go ahead midweek. Don't think the Saturday ref was very experienced. He certainly got on the job training, thanks to Alloa - and it was much colder on the Tuesday night. It was the perfectly well experienced Brian Colvin on both occasions as far as I recall.
