Any surpluses are kept within the club and not paid out so that would fit with the description given. I think Brechin had a similar model but were looking at changing their set up before their relegation, not aware of any others.

If you are suggesting that Coll was kept out of the Queen's first team by Andy Robertson then I think you are being very kind to him. He didn't get a regular starting place until six months after Andy left and was part of a team that finished as club 42 by a country mile, I also don't recall any outcry when he was released in 2014. He was a youngster then and may have improved with experience, but comments from Forfar fans would suggest otherwise.

He was young when he played for Queen's, but he was part of our worst ever team in 2013/14.

Not the craziest thought. MacPherson was exactly what we needed in 2014 and did an excellent job. However, we are a different club now and I'm not sure he would be the best option. If we go down the former manager route I wouldn't be unhappy if Billy Stark returned, he will have an excellent knowledge of young players from his time with Scotland, and the blend of youth and experience he put together in 2006/07 played some of the best football I've seen us play.
