So your first choice, you'd put a 1 next to it, the second a 2 etc etc. You can number as many or as few as you like. Every candidate has to reach a quota, which is a specific number of votes they need to be elected. The votes are counted in stages, with first preference being taken into account in the first count with any candidate reaching the quota being elected and any votes over and above that transferred to the second preference. If not enough candidates have then reached the quota, the candidate with the lowest number of votes is eliminated and the second preference of everyone who voted for that candidate is then added to the tally. This process is repeated until three or four candidates have been elected. If a council ends up with a majority of councillors representing one political party, then that party runs that council. If there is no clear majority, the council is said to be under no overall control. That's pretty much paraphrased from what I had read on the whatispolitics website a while back.
