If someone kicked another person intentionally while laying on the ground then he is not deserving of sympathy. When I read the picture posted above the section that led me to ask was the one that says"Where one or both of the participating teams represent a club which is for the time being a member (whether full or associate member) of or affiliated to a national football association which is a member of FIFA" Working backwards, SJFA is affiliated to SFA which is a full member of FIFA so it appeared to me these orders may well apply.
