Two new clubs in L2 costs £80oddk. Two extra clubs in this Premiership is about £1m at least. That money can only come from the top clubs giving some up, lower league clubs won't be contributing. The bottom clubs have votes and will not vote anything through that will mean lesser money to themselves.
