Telefunken U47
Correct, the answer was Queen's Park. In the days before automatic promotion/relegation, the bottom teams from the 1st Division went into a ballot with anyone who fancied coming up from the 2nd, plus any others who wanted to give it a go. This led to some ridiculous situations, such as the 7th placed team (out of 12) getting promoted (Aberdeen in 1904/05), poor teams staying up - Morton finished bottom twice and second bottom once in four seasons (1901/02 - 04/05) without being relegated, and Queen's Park getting voted in to the 1st division for season 1900-01 and bypassing the 2nd tier. Aberdeen tried to do this it as well once, but didn't poll enough votes.

Telefunken U47
I suspect the answer are St. Bernards, Vale of Leven, and others of that ilk. However, I've been enough of a smartarse tonight, so I'll say no more.
