I assume they can’t rule it out because they can’t be 100% certain it never crossed the line on its way down from the crossbar. 

But offside has got them off the hook there.

Of course they can check for the ball going over the line.

If they can't be 100% certain where the ball is how can they do any offside decisions?

They don’t need to know where the ball is in the physical space to determine offside. Just the moment(-ish) it was played forward.

They can’t use the same technique for the ball crossing the line (or not) because it’s the position of the ball itself they’re trying to determine.

The offside was before anything else happened so regardless if they could check if the ball is over the line, the offside and indirect free kick was the correct restart.

They can't track the ball in physical space but they can track a knee or a shoulder?

Just draw lines down from the ball and see if it was ever across the goal line.

They don’t track anything for offside. They take a freeze frame at the moment(-ish) the ball is played and place the lines appropriately.

On what frame do they draw those lines? 

That’s the problem - for offside you have a single frame. When determining if the ball is or isn’t over the line, you have many frames. You’d need to check them all until you found one where it was over - which might not even exist. 

If you think determining an offside is slow, that would take it to new levels.
