There's no reason for the Bengals to think about throwing it. Even a 3 and out takes a couple of minutes off the clock. It was obvious they are going to run it now on almost every play.

That penalty probably kills the game. Even if the Bengals only get 3 points, a 3 score game looks well out of reach for the Bills.
