So i don't think the fact that leniency was shown in the first instance that it automatically precludes a tougher sanction due to rangers disputing the punishment they received.

Because it won't get as far as liquidation, green will buy the assets through a pre pack. D+p will have to be careful to justify it, but they will, regardless of how incompetent they seem to be determined to make themselves look. Then when newco is formed oldco will be liquidated.
