According to Wikipedia: In Scotland, it is an anglicised version of the Scottish male name Acair, meaning "anchor".
Anglicised/Loan-word names are not uncommon, especially for Japanese-English names. 1. And? 2. Incorrect.
- Perhaps the father/mother (there's a female involved too, you know) used it after searching for names on the plethora of 'name origin' websites?
- Perhaps they have a love for 'Akira', one of the most popular manga comics/films in English-speaking countries?
- Perhaps they wanted something similar, but different, to Kira?
- Perhaps they wanted to name her after an Akira that isn't of the pornography-partaking persuasion?
