    I would think the Highland and Lowland Leagues are open to more relegation but they would like more movement from the 2nd Division who are as it stands over protected.

    It take a long time for the second Division to accept relegation. And even at that its still a half baked one. And I do believe the Juniors were invited to join the Pyramid a few years before and most declined.
