I think you're giving them too much credit. Boris and his chums thought it would raise their profile with the right of the Tory party and no way were the British public actually idiotic enough to vote leave.

They're now trying to convince themselves that stage 2 is right around the corner.

The EU have said that trade discussions will not start until there is agreement on three key areas including the 'divorce bill'.

Davis is saying discussion on this may not be completed until 2019.

Can anyone else see a problem with this?

I definitely agree with this. Boris was banking on remaining the outspoken champion of the underdog, and likely hoping that the EU could be the populist bete noire for decades to come.

I reckon senior UK government figures are shifting themselves at the prospect of losing the EU as a scapegoat for their own inaction/f**k ups.

The motion put forward proposes changing parliamentary rules so that "where a committee has an odd number of members, the Government shall have a majority".  This has major significance when it comes to the little-known but powerful Committee of Selection.

Given Theresa May failed to win an overall majority at the 8 June election, the anticipated make-up of this nine-member committee would be four Conservative MPs, four Labour MPs and one Scottish National Party MP.  However, the motion put forward by Ms Leadsom would ensure five MPs on the Committee of Selection would be Conservatives.
