The Civil Service will do what they're told. The agreement is only the conditions the EU are demanding before negotiating a free trade deal, if we walk the agreement doesn't apply anymore. So courts, doctor's surgeries, all government departments would have to have Irish speakers on their staff (there are no doubt Irish speakers in some of these places already but many more would now be needed). All forms would have to be in Irish too. However I'm sure if somebody was dying of a heart attack their culturally oppressed family wouldn't insist on the ambulance driver being an Irish speaker.
