Affect is the verb. You have an effect, or you affect the game.

 

Both can be used as verbs, with a distinction. To affect something means to alter it with an implied emotional change.    To effect something means merely to  bring about a difference.  

In a passive sense, I was deeply affected by the brutality of watching Rangers.  The closure of the road effected the time I needed to get to work.
