Promote 2 and relegate none doesn’t really punish anyone.However by forcing through the current vote which is now the default if no further agreement is reached it’s become interesting.You are basically asking League 1 clubs to vote for swapping Thistle & Falkirk for Stranraer & Edinburgh.
