Looks a little bit offshore to me.

Not sure what the big H is for.  Hamburger?

Well there's a Buddhist building to the right of the picture. There's another clue as to what country its in elsewhere. Work out the most likely city from there and there are only so many places it could be.  

Edit to add, it's at the European side of that country.

I tried to match the lamp posts to other places. An artist called Song Dong does this surveilance piece with yellow lamp posts. He is from Beijing.

You got the right country, flag on the billboard top left. 

I say its in a city, which it is. But it's a very small city, particularly in Russian terms.
