Moving their troops to the border forces the Ukrainians to counter them and therefore stops those units joining the fight in the Donbas and the South. There has been significant activity against the war in Belarus - numerous acts of sabotage on railway lines and transport infrastructure and credible reports of servicemen and even officers refusing orders to go to the border.
