The product is aimed at American kids. Of course the top face is going to be primarily aimed at that market. It's shite for the audience watching in general but if McIntyre is to be their number 1 guy, then they need him to sell the most merchandise and it's the U12 market that makes most sense to tap into. We are better off having McIntyre be massively over but not get the number 1 guy push as WWE always resort to the Hogan (Eat your vitamins)/Cena (You can't see me) typecast that serves them so well in a PG market.
