The Scottish Government can't simply base life and death decisions around UK Government financial support or lack of. What's the alternative? To simply allow things to continue the way they're going and just say "ah well, Westminster cut the funding"? They would be morally bankrupt to do so.

By using "Nicola Sturgeon said...". It gives off the impression that all laws in Scotland are simply from her own words and that there is no parliamentary democracy. It's a deliberate effort to paint her as a dictator. They never address policy and law changes in England in the same manner.
