    No. It's specific sign off that must be acquired for anyone transfering from a different FA. It's applicable in all new registrations of that nature work permit required or not. I believe it applies to all levels of football including amateur levels.

    Correct. He was signed because he couldn't get a work permit for United. He could for Saints as the level we were playing at was lesser so rules on work permits weren't so strict.
