Any team can claim a player by bidding some of your "waiver budget". Highest bidder wins. You start with $100. This allows a level playing field for anyone to have the same opportunity and not need to wait in a queue. Yes, the draft order will be determined by this years rankings. However, when you go to offer a trade, you have the option of trading a 2014 or 2015 pick in Rounds 1-25.
