To put it bluntly the yes campaign at the last referendum had a glut of lefty leaning groups. I heard it said in 2014 from what could be termed middle class people (if not very bright middle class people) that they feared a "jakey takeover" Its those on the centre and the right that need attracting. There's no doubt in my mind that this is the main driving force in the SNP proposing such a terrible budget. It may be justifiable if we are going to get Independence in next couple of years but what if we don't? I would certainly increase tax more for folks in different bandings if we had the power to do so but I understand that those powers do not exist under the existing legislation. No, I'm not disagreeing, I believe in a progressive tax system, I'm just saying that it's not as simple as just saying "raise income tax". Especially in Scotland's circumstances where those with a second home in England could simply claim that as their main residence and avoid the Scottish rate altogether. Then there's the fact that we would have to rely on HMRC to police the taxpayers when there's no appetite there to do so. Which makes things extremely difficult and raises the possibility of a complete disaster or at least an unpleasant outcome.
