No. The first vote, which is expected to pass, is to see whether the deal can continue to go through parliament. It would still be subject to amendments, debate etc and could look very different when it comes to a final vote - for example, might have the UK in a customs union, or subject to a ‘People’s Vote’ to confirm it. The second vote, which by all accounts is on a knife edge, is on the timetable for this. If it fails we won’t be leaving on October 31st, unless the EU refuse an extension. If it passes, chances for amendments and debate will be far less but crucially still there.
