It's a fairly flaccid amendment though.

If the common goods area isn't agreed by 19th of January then the government has to TRY and negotiate a customs union.....

The format of Brexit needs to be agreed by end of October at the latest to ensure that whatever the model is, it can kick in from March 19. There is a fair bit of work to be done to be ready for whatever scenario unfolds.  It's not just a question of Govt being ready to roll next March - everyone who transacts with the EU will need to be ready. That's a lot of trade. Even without the physical evidence of queues at ports, the costs of complying with the need to declare every single transaction where currently none exists is massive - that's where the £20bn business costs come from. Declarations will go up by a factor of 5.

Did they not agree a 2 or so year delay until a new regime is implemented?

Put them all on a container on a lorry and stick them on Eurostar before 29 March, and no problems, they will be in before we are out.

As JLD suggests, only if there is a deal. But even then, you'd need the deal signed off well in advance of March 19 because some stuff may need to stop immediately or preparations made to do things differently.

I think that the March 19th deadline will just be kicked along the road tbh. What's to stop them just extending article 50 resignation period?
 
Nothing if the other 27 countries agree. You're probably right.
