That is and always has been covered by incomplete pass, illegal forward pass if it comes after a prior legal forward pass. The Holy Roller rule is there to stop players advancing the ball by any means after a fumble, but it's really there to prevent the ball being deliberately kicked or batted forwards by players attempting to 'recover' possession. Anyone can still dive on the ball, cover it up, and regain possession, just like Hunt did, the problem the Browns have in this instance though is that possession was lost behind the 1st down line, so they turn it over on downs anyway.
