Troops were also diverted away from units on RUssian territory meaning when the Ukrainians crossed the border they faced undermanned conscript units whose heavy equipment had been sent to Ukraine. Lapin had previously been in charge of the Russian Army Group 'Center', which failed to take Kyiv in the early part of the war and was also responsible for the defence of territories taken in Kharkiv district when they were retaken by the Ukrainians in 2022.
