That's probably true as the article says:

“The fact we have taken the Highland League Cup further forward in the season this year added a challenge to getting the fixtures completed.

“But that will help the Aberdeenshire FA and the North of Scotland FA in allowing them to run their competitions later in the season.

Creetown, Carluke + Glenafton are only known new licensees but is rumoured there may be 6 in total. This would mean licensed Preliminary entrants needing to be randomly drawn to enter Extra Preliminary on these lines:

+ 1 more     4 ties in Extra Preliminary (with 1 club randomly drawn from among Preliminary entry)
+ 2 more     5 ties in Extra Preliminary (with 3 clubs randomly drawn from among Preliminary entry)
+ 3 more     6 ties in Extra Preliminary (with 5 clubs randomly drawn from among Preliminary entry)

Why would be Beith as West Prem Champs come the extra prelim round, the round before the rest of the West Prem teams  come in.

Qualifiers are not eligible for a bye in the preliminary round(s) going by previous seasons.

Beith are an unlicensed qualifier, so they - like the other qualifiers - have to enter at the earliest round. As it stands we know there are at least 3 new licensed clubs - and this would mean the Extra Preliminary would contain only qualifiers (with 1 of these 7 receiving a random bye). If there are more than 3 new licensed clubs - it has been reported upto 6 were going forward for approval - a certain number of licensed clubs will be randomly selected to join the Extra Preliminary alongside the qualifiers.

Oddly enough none of the tier 6 champions will actually be entering at the Preliminary... all were won by unlicensed clubs, who as qualifiers will have to enter the Extra Preliminary; except for Linlithgow the EOSL champions, who having been promoted to LL will enter at R1!

Only 3 new members have got their licence this year so far. Slowing down a bit from recent years where there was 10 or more every season. I thought there would be a lot more west clubs gaining their licence by now considering how quickly it happened in the east but maybe Covid has had a big impact on it.

The SFA have refused new applications while they work on updating the rules.

Not necessarily - the AJC first round last year was 6th August, it was the second round which coincided with the Scottish Cup prelim on 27th August.

Did the numbers work out that there's no need for a 2nd Prelim this year? Haven't been paying attention.

There will have to be an Extra Preliminary in August; as just Creetown, Carluke and Glenafton got licensed it will only contain the 7 qualifiers and 1 should be drawn a random bye.
