Just a quick google search suggests Southgate’s salary was £5 million and Pep makes just under £20 million so I think that would comfortably rule him and Klopp of the running. Southgate was also the highest paid coach at the Euros. Gerrard and Lampard are ludicrous shouts as well. Not sure which one is the most absurd.
