The SNPs ability to court the No voter is probably one of their greatest successes, not to vote yes, but to vote for the SNP. They didn't bother implementing many of the more 'progressive' parts of their manifesto such as reducing class sizes, then blamed their focus on the referendum for it. I don't think it is ridiculous for a transport minister to have to resign over this. Of course he isn't tightening the bolts on the bridge but ultimately he delegates responsibility to people who do. Ministers have resigned for less.
