FWIW - my work 100% cannot tell us when to take our leave. Come about August they get shake and start trying to dictate when we can and throw threats "if not by here then you will lose it" but if you're not a total shitehouse, they agree to whatever you want. As long as it is within the allocated year.

Not in my experience, no. Before my time? Most likely. Now they're just a racket that claim for the people but can't be bothered actually working.

I'm massively against unions as, in the past, they've been useless for me personally. My work is pushing big time against a certain group and it's hilarious seeing the "I am God" being downgraded two days later then pushing another way, before bottling it again. If your union say they're powerless, go elsewhere.

Towards the end of the allocated time, I take it? I posted here about guys being told if they wanted 3 weeks furlough they had to take 2 weeks holiday and asked if it was legal. Certain folk agreed (shitebag) and then were told Wednesday they're not getting it but they will be sending other guys up the road who never asked for it, so they can get on the scheme. It's an absolute clusterfuck.

I take it you mean pre-booked to tie in with furlough? Your employer cannot force you to take a holiday.
