Literally, what this means is that 'at the first glance' there appears to be a case to answer. This case will now be 'prosecuted' if you like by the Independant Commission. The obvious analogy is to the criminal legal system.............the former Rangers have been nabbed for apparent theft and now are being sent to court to be tried and, if found guilty, to be sentenced.
