If Wotherspoon signs for us, that’s going to take a fair chunk of budget that would not therefore be available for another player.

Of course the club can speak to whichever players they want but they’re going to know they’re a contingency option if Plan A doesn’t work out.

Not many decent players would be thrilled about that IMO.

If we make an offer to another player and they accept, and the Wotherspoon deal would no longer be feasible/affordable, we can just withdraw the offer to Wotherspoon. It’s as simple as that. That doesn’t make them a ‘contingency’. It’s possible for more than one player to be deemed a good fit for the club/a particular role.

Most players won't care if they are a contingency plan or not - if the wages are right.

If we were offering Wotherspoon £1,250 per week, made it clear that he was our main transfer target and that he would be in the starting XI each week - he'd still go to Dundee if he was 10th choice from their list of targets, knew that, and were offering £1,500 per week.

Good signing. Encouraging that a club like Celtic continue to view the Pars as a good place for developing what appears to be one of their best talents. It helps us in the short term, underlines the strength of the coaching team and builds our credentials as a club that will develop players. It's a win for all concerned.
