It's a country in it's own right and no part of Northern Ireland is in Britain. It's part of the United Kingdom of Great Britain AND Northern Ireland so it's part of the UK but not British. To be fair, they are British. They are not part of Great Britain, but Ireland is one of the British Isles. Brittany is also arguably British. Northern Ireland is not in Britain, nor is it in Great Britain. It is part of the United Kingdom of Great Britain AND Northern Ireland. It is not "British". You are just being silly now. British is a geographic term, and NI is within the geographic area. I'm not sure what you mean when you say British Isles has no official status? It's not like other councils fly the Union Flag every day and Belfast has a large number of voters who don't want to see it every day. Demographic shifts being reflected in local government decisions is something these underclass ned types are finding difficult to accept. Tough. Only underclass neds under the control of their puppet masters are daft enough to riot over flag issues. Both sides of the wall have their share of underclass neds due to the social engineering policies of London that have been inflicted upon all of the people of Northern Ireland for many centuries. Northern Ireland is part of the United Kingdom but is, by definition, not British. Your analogy with Norway is utterly baffling. The EU is, by no definition, Europe.
