It is most certainly a sign that the SNP are now being seen more and more as the natural opponents of the Tories in Scotland. Civil service union taking a neutral stance which is understandable http://www.bbc.co.uk/news/uk-scotland-scotland-politics-26291546 However check the voting breakdown of 23800 votes The neutral option was backed by 18,025 votes, with 5,775 votes in favour of supporting independence.
