The EU were clear from the start about what the single market meant and they were also clear from the start that if the U.K., as a non-EU country, wanted access to that market then terms would apply. They were then also very clear about what terms would need to be met and that some quid pro quo would be required. It’s the U.K. side that has been disingenuous about that. The idea that they could reap the benefits of single market access on the cheap. Some of them probably even believed their own rhetoric.
