Took over under the Continuity of Government Rules they passed post Sept ‘01. He was selected as Speaker pro tem earlier this year when McCarthy was elected (McCarthy had to give the Secretary of the House a secret list of replacements, McHenry was numero uno), but not revealed as such until McCarthy get tossed.
