excuse the ignorance but does Burnley v Barnsley have any sort of decent "rivalry" value for the neutral? 

I need something with a bit of meat in that part of the World and can't face another Blackburn v Hull snoozefest like last year at this stage.

God knows Newky I think Everton did similar last year or the years before. Sold rights to somewhere far flung.

I'm surprised by the number of games that have been moved for international TV.  Just 10 out of 32 ties kicking off at 3pm on the Saturday.

It seems 6 ties are Saturday 12:30pm...

Sheffield Wednesday v Luton
Shrewsbury v Stoke
Bournemouth v Brighton
West Ham v Birmingham
Burnley v Barnsley
WBA v Wigan


... and 4 ties Saturday 5:30pm...

Newcastle v Blackburn

solely for overseas TV.

What's story? Why 4/6 simultaneously and so many ostensibly "unattractive"/"unimportant" ties?

Not true. 

Man Utd v Derby was on Friday 5th January, the same night Liverpool v Everton was on BBC1. They showed highlights as part of the live coverage but there was no separate highlights show that night.
