See, it is precisely this sort of delusional, 'unlimited sovereignty' nonsense that has contributed significantly to the current conflict breaking out. NATO member states have repeated this mantra without actually backing it up with credible measures. Which has practically invited Putin to demonstrate it to be utter nonsense in the most brutal form. 

Why was it so fucking difficult for NATO to just publicly sign an agreement pledging Ukraine would not become a member state - given it was never going to be accepted -  and that neutrality was the best option available to it?

To be clear, the onus was not on NATO to do this - but its failure to take the threat seriously is now resulting potentially the biggest conflict in Europe since 1945. While the lion's share of the blame undoubtedly rests with Russia, NATO's combination of mealy-mouthed platitudes and detachment from reality has served up Ukraine as a fucking killing ground. 

What was the purpose of this?

Only if Putin's goal is permanent occupation. Which I don't think it is.

Presumably NATO calculated that leading Ukraine on and permanently dangling the carrot of membership would stop them falling into Russia's orbit?
