I think it can be summed up as an experienced player placing his leg between the ball and an inexperienced player who is charging in. Clever play by Turnbull. I’m sure Howley will learn from this. It’s never made any sense to me as a rule though. There is one player trying to play the ball and one trying to play the man, so the one trying to play the man gets the decision.
