If you hit him after the ball is gone then it's a penalty. Different punishment depending on whether you hit his standing leg or his kicking leg.

There needs to be some serious investigation into NFL officiating this off-season. Can't remember a time where near enough every crew was blowing simple calls week-in week-out. It's not just the subjective stuff either, just simple misapplication of the rules. Stopping the clock when the ball carrier is moving back toward the L.O.S and goes out of bounds, not picking up PI/IC flags when it was clear the pass was tipped and so on, then the multitude of actual subjective calls that are either flagged or not flagged on a wholly arbitrary basis. Tank Dell hit with IF for doing something Tyreek Hill does every other snap, even when Hill wasn't moving toward the L.O.S and TH is more often than not. RT's constantly false starting because they are going on cadence and not the actual snap, yet it's barely ever called. DB flagged for a perfectly clean and legal hit on Mahomes last night while he was still entirely in the field of play and advancing the ball, while Herbert gets thumped when he's at least a yard into the white, and the only flag thrown is on a Chargers player for stepping in to remonstrate with the offender. 

Something has happened over the last couple of years that has lead to a calamitous decline in officiating standards and I'm not sure at all what that something is. It's not Instant Replay related, which was always argued would lead to lazy reffing, because they had IR before and the refs were still making the right calls 98% of the time anyway. It's almost like they have completely scaled back familiarisation and ref training or something, because you can always accept that the odd call here or there will be blown due to human error, but this is something more than that, it's sheer amateurish incompetence, and it appears to be widespread and common to every crew.

Not posting this just because it's the Chargers, but because it's a great example of the sort of inconsistency in reffing that has plagued the NFL recently. I don't understand how multiple officials can watch this in real time and conclude the first is an illegal hit, while there is nothing wrong with the second. 

A clearer view of just how egregious the hit on Herbert was.
