Its not comparable as Riverside was unaffected by the sudden climate change that's happened entirely over Dens Park in the last 12 months.

SPFL Membership Criteria and SPFL Rules

Amendment to SPFL Membership Criteria

A resolution was put forward by the Club Licensing and Membership Criteria Advisory Group (“CLAMCAG”) at the SPFL’s Annual General Meeting on Monday 17 July 2023, that has the effect of requiring all SPFL Clubs to have a Bronze Standard Scottish FA Club Licence. This is also relevant for any Candidate Club that will be required to evidence compliance with SPFL Membership Criteria or have secured a waiver, relaxation or period of grace in respect of such aspects of the SPFL Membership Criteria of which it is non-compliant, in order to participate in any Pyramid Play-Off Competition at the end of a Season.

The resolution was unanimously approved by SPFL Clubs. The amended Rules can be found at Rules D4.4.1 and D4.8.

The SPFL Board has granted a period of grace to 1 July 2024 to all SPFL Clubs that currently do not have a Bronze Standard Scottish FA Club Licence to provide sufficient time for this to be achieved before Season 2024/25. Candidate Clubs will be required to have a Bronze Standard Scottish FA Club Licence by 31 March 2024 or have secured a waiver, relaxation or period of grace by application to the SPFL Board. All Clubs and Candidate Clubs should ensure that they are compliant by 31 March 2023 in order to participate in the Pyramid Play-Off Competition at the end of Season 2023/24. Clubs and Candidate Clubs should contact the Scottish FA Club Licensing department with any questions they have regarding their application and/or the requirements to meet the Bronze Standard. Clubs and Candidate Clubs who may not have a Bronze Standard Scottish FA Club Licence by the relevant date noted above must make an application for waiver, relaxation or period of grace not later than 31 March 2024.

SPFL Rules

Rule D3: if a Club, in the opinion of the SPFL Board, fails or would fail to fully comply with the SPFL Membership Criteria if it participates or were to participate in the SPFL in any Season and no relevant approval, waiver and/or period of grace is granted by the SPFL Board, then that Club is liable to such sanction or action as may be decided on by the SPFL Board, except that any expulsion from the SPFL will require the approval of the Company in General Meeting.

Rule D4: the Membership Criteria of the League are:-

  • Clubs’ and Candidate Club’s Registered Grounds for a Season must, by not later than 31 March immediately preceding the relevant Season:
  • (i) comply with the stadia criteria at the Scottish FA Bronze Standard; or
  • (ii) have granted to the Club or Candidate Club a relevant approval, waiver or period(s) of grace;
  • Premiership and Championship Clubs must have in place adequate pitch protection as required by Rule H10. Note this Rule also applies to League 1 and League 2 Clubs and Candidate Clubs but is not a SPFL Membership Criteria for those Clubs;
  • all Clubs participating in the League are required have achieved and maintain at least a Bronze level overall Licence award as granted by the Scottish FA;

Rule H10: each Club in the SPFL must ensure that there is an efficient and effective system of winter pitch protection at its Registered Ground and that the system is efficiently and effectively operated. Clubs are required to fully utilise those systems where there is a reasonable possibility of a pitch otherwise being frozen or covered in snow or ice such that a SPFL Match may be compromised.

Rule H11: Each Club is under an obligation to ensure that the pitch at its Registered Ground or other ground at which it is authorised by the SPFL Board to play its Home Matches is smooth and in good condition and repair and that it has an efficient and effective drainage system so that it does not become unplayable due to flooding;

 Rule H12: The SPFL Board is entitled to direct a Club to take such steps as the SPFL Board considers necessary in order that the pitch at its Registered Ground or other ground where it is authorised to play its Home Matches is put into and maintained in good condition and repair;

A failure to comply with these requirements is a breach of the Rules and would result in the relevant Club being liable to a range of possible sanctions.

SFA Licensing Committee Meet and Review (4.27)

Licensing Administration will ensure that the procedure “Management for the Decision Making Bodies” as detailed in the Club Licensing Quality Manual is adhered to.

Licensing Administration will ensure the following —

• That the club has been provided with a deadline date for the submission of information. It will be a matter for the Licensing Committee to determine whether information provided after the relevant deadline date will be accepted.

• That the club has been given the opportunity of being represented at the Licensing Committee meeting.

Licensing Committee determines the award level based upon the criteria, information provided on the “Committee Report”, feedback from the club (including any application for derogation) and the recommendations of the Licensing Administration and Experts. The Licensing Committee will determine the level of award under each of the 4 criteria headings. The overall award is determined at the lowest level of Section 5 - Ground, Section 6 – First Team Football and Section 8 – Legal, Admin, Finance and Codes of Practice. It should be noted that the Licensing Committee may decide to consider a particular section of the criteria separately from the other sections. This is particularly relevant when it comes to matters involving Section 7 (Youth Football Criteria). A Platinum award is determined where a club meets all the Platinum criteria, or where the Licensing Committee applies its discretion on one of the Platinum requirements.

SFA Bronze Award for Pitches (5.4)

The Field: This criteria deals with the playing field within the ground. The field shall be in compliance with the Laws of the Game.

Natural Grass Surfaces: 

Any natural grass surface may be subject to tests, at intervals to be decided by the Scottish FA, to ensure compliance to performance standards determined by the Scottish FA or others approved by the Scottish FA.

Bronze Surface Ratings: The field shall be rated in “satisfactory” condition.

NB – the rating will be established in accordance with a method of assessment to be determined by the Scottish FA as detailed in Appendix A2. The scoring shall run for the calendar year up to the date of the club audit.

Where a grass surface is rated below a satisfactory level or where a relevant body or league raises concerns regarding the suitability of a grass surface, it will be a matter for the Licensing Committee to determine whether the surface meets the terms of the entry criteria.

Appendix 2(A) - Pitch Assessment Scoring System:

Section 5.4 of the Club Licensing Manual makes reference to the condition of pitches.

The ratings referred to in the criteria are determined by scores given by match referees using the following scoring system.

To determine whether a pitch in one of the leagues outwith the SPFL can be regarded as having been in a ‘satisfactory’ condition over the period in question, the Scottish FA may, where necessary, use information provided by the relevant league regarding match postponements.

or ultimately, if you let your pitch turn into a bog and get postponements and shit scores as to its upkeep over a long period, you’re liable to flirting with not failing to meet the minimum standards of entry to a professional league.

Absolutely admire the brass neck of a club that was sold for a pound to someone already banned as a company director, failed to submit its accounts and sold only 250 season tickets before spiralling into liquidation, criticising another club as 'unprofessional'.

HIBS have raised strong concerns with the SPFL after the latest Dundee vs Rangers postponement, according to a report.

It isn't just the Ibrox men who are massively inconvenienced by the Dens Park side's consistent inability to host matches at the ScotFoam Stadium.

Now the Edinburgh Evening News claims that the Easter Road side - who face fellow top six chasers Motherwell this Saturday - feel that the Dens Park men have gained a sporting advantage into the bargain.

Dundee are in the box seat in the battle for the final top six spot
